Medicaid is a health care insurance available for individuals who are in certain income brackets which qualifies them to acquire this government provided insurance coverage. Whether a person is qualified for Medicaid doesn't only depend on their earnings however, and individuals shouldn't assume they don't qualify because they earn a good income.
