Medicaid is a medical insurance available for individuals who are in certain income brackets which qualifies them to acquire this government funded insurance. If they don't have Medicaid and also don't have the funds or any other kind of health insurance to cover rehab, they can determine if they qualify for Medicaid and then sign up for an alcohol and drug rehabilitation center that's approved inside their state.
