It isn't uncommon for someone dependent on alcohol or drugs not to have private medical health insurance, as it can be challenging to have an alcohol or drug habit going while also keeping employment. Individuals might not have private medical insurance in the first place, but can make too much money to qualify for Medicaid which could cover certain kinds of rehab.
