Medicaid is a form of health care insurance available for those who are in specific income brackets which qualifies them to receive this government funded insurance. If they do not have Medicaid and in addition don't have the funds or any other form of medical health insurance to pay for rehab, they can check if they are eligible for a Medicaid and then enroll in a drug and alcohol rehabilitation center that's approved within their state.
